Is there going to be a test drive meme?

There will be! It will probably go up a few days before reserves open, probably around April 6/7. It'll be added to the calendar once a definite date has been decided for sure.

The premise implies a shared universe for the characters involved; how will the game handle canons that involve multiple planets?

To make sure characters understand that none of the refugees have a planet to go home to or any real way to escape, canons that have multiple planets involved in the storyline will all be destroyed.

It might be best to think of each canon as being their own galaxy in space. That way, each canon (in general) can have all necessary planets destroyed while allowing for other canons to have their own planets destroyed in a different way.

Basically everyone who comes from Japan or England or Mars etc will come from separate versions of those places in separate worlds. Planets like Earth-A27, Earth-B42 and the like. So unless canons specifically share worlds with each other, they're all treated as separate entities that coincidentally have great similarity with other planets.

are characters going to be de-powered upon arrival?

if so, does this extend to magical items or advanced technology they have on them at the time?

Characters will not be depowered, although we do kind of ask players to not do things that would break the game, ie explode the ship. Chunks of damage can be done to the ship, which can be repaired over time. Any godmode-y abilities can be used as long as you have permission from other players. The same applies to magical items and technology as well.

What will happen to characters that arrive and have some kind of special medical need or are afflicted by a magical curse? Will they be reverted to a healthy state, or just given some treatment to stabilize their condition? Or will that be left up to the player's discretion?

While on the subject of physical conditions and medical health, what about characters who are pregnant? Afflicted with a parasite? Possessed by a demon, or other spirit?

For the first question, we'll leave that up to the discretion of the players. The ship is stocked with a wealth of doctors and scientists who can cure just about anything, but not everything, and it's expensive to go to them. Alternatively, the wormhole that brought them to the ship will have affected the character in such a way that they're magically cured (or not, if the player doesn't want to). Whichever way is the most fun for the player.

For the second question, the answer is similar to the first. As long as you play your character ICly, you're free to work with whatever physical condition the character has. If you'd rather play them free of particular conditions, you can have the wormhole remove them, but it's preferable to choose a canon point where the condition isn't present if possible.

tl;dr It's up to the player's discretion which conditions remain and which are removed as long as the player plays them ICly.

I wanted to reuse a personality section I wrote recently, and it covers most of my character's background and ties it into her personality.

Would it be okay to combine the sections, or would I need to rewrite?

We know that a lot of times history is heavily tied to a character's personality, so if it's easier to combine them into one section, that's perfectly okay. The important thing is making sure all of the information is included somewhere on the app.

Are pets allowed to come with?

As long as they wouldn't be considered appable on their own, yes, they're definitely allowed to come. So in general, pets like dogs and gerbils or mythical beasts like Noishe can come.

I am currently on mobile, so forgive me if this has been answered; what is the character cap for each player? I don't know if I missed it or if it's not there.

It's okay! It's in the FAQ, but at the moment the cap is 6 characters per player. That being said, you can only app 2 per month so that there's some kind of balance in place.
